Article 6.4 Text Update: Overnight, the latest negotiating text from Article 6.4 discussions was published, revealing ongoing deliberations on key technical issues. Notably, square-bracketed text around the role of non-permanence standards indicates areas still under negotiation. These provisions will ultimately be incorporated into COP30's final decision text.
Congo Basin Takes Center Stage: Sylvera hosted an event with the Congo Basin Climate Commission at the Congo Basin Pavilion, exploring how the world's largest carbon sink can access greater carbon finance through improved quality data and verification. COP30 Wrap Up: Article 6 Waits to Finalise

As COP30 concludes in Belém, and despite expectations that Article 6 negotiations would be minimal this year, COP30 delivered substantial - and often surprising - progress on both Article 6.2 and 6.4.

Article 6.4 Mechanism Decision Text: What began as a routine procedural matter evolved into intensive negotiations. The Supervisory Body for the Mechanism (SBM)—comprised of 12 members and 12 alternates tasked with operationalizing the Paris Agreement Carbon Market (PACM)—was mandated to deliver its first annual report to the CMA (the COP serving the Paris Agreement, representing 194 countries plus the EU). This turned into a highly contested negotiated text addressing governance and methodological issues.
Article 6.2 Ambition Dialogues Lead to Decision Text: Two 3-hour Ambition Dialogues on Article 6.2 - originally intended as information-sharing sessions - spilled over into another set of decision text negotiations.

As COP30 enters its third day in Belém, carbon market discussions continue to advance across multiple tracks, from technical negotiations to coalition-building.

Article 6.2 Ambition Dialogue Continues: Following Monday's comprehensive 3-hour session, the second round of the Article 6.2 Ambition Dialogue kicked off Wednesday, providing another opportunity for countries to share bilateral credit implementation strategies and experiences.
Article 6.4 Technical Discussions Progress: An informal government session on Tuesday addressed recommendations from the Article 6.4 Supervisory Body to the CMA (Conference of the Parties serving as the Paris Agreement). Discussions are focusing on critical technical questions around permanence and reversals management in carbon projects, including how these requirements apply to nature-based solutions. These conversations continue as negotiators work through the details.
Coalition to Grow Carbon Markets Expands Rapidly: The coalition launched with 5 member governments last week in São Paulo, grew to 8 by week's end, and now stands at 10 countries. The momentum signals growing international commitment to coordinated carbon market development.

Article 6.2 Implementation Guidance: While parties aren't formally negotiating new Article 6 rules this year, important implementation work continues. The CMA (Conference of Parties serving as the Paris Agreement) is reviewing the Secretariat's annual report and discussing guidance on capacity building programs and technical expert review teams. These teams assess the information countries report on their cooperative approaches under Article 6.2.
Discussions have focused on findings from the Secretariat's report and observations from reviewing technical expert reports, with parties now determining what guidance to provide back to the Secretariat.
Article 6.4 Draft Text in Development: Discussions today centered on a 6-page draft text covering governance aspects and methodologies. A revised draft is expected Wednesday of next week, marking another step in refining the Article 6.4 mechanism framework.
