Background

Ecobase is a carbon project developer connecting landowners across the Nordic and Baltic region with the voluntary carbon market.

Its European Improved Forest Management (IFM) project - registered as Verra VCS 5315 - covers 563,000+ hectares of privately owned managed forest across Sweden, Finland, Estonia, and Latvia, making it the largest IFM project in the Nordic region and the first European project to apply the VM0003 methodology.

With its first issuance of approximately 900,000 credits approaching, Ecobase needed independent validation of the project's quality, and the documentation to support its claims.

The Challenge

For developers working under VM0003, demonstrating additionality requires credible, detailed data of what business-as-usual harvesting would have looked like, at the level of individual landowners. And a clear case that the project represents a genuine delivery above that baseline.

Data and documentation gaps in this area are a common challenge across VM0003 projects, and the kind of issue that can hold a high-quality project back from higher ratings.

When Sylvera conducted its initial Pre-Issuance assessment, the process identified specific gaps in the project data and documentation.

"VM0003 is a rigorous process, and one of the challenges is understanding what data you need to provide, and to what level of detail. Going through the Pre-Issuance assessment meant we could see where our documentation met the standard and where it didn't. The improvements we made came from having a clearer picture of what the methodology actually required of us, and where the gaps were." - Jaan Sepping, CEO, Ecobase

The Solution

Sylvera's Pre-Issuance assessment of VCS 5315 identified specific data and documentation gaps across four areas: BAU plausibility, intent to harvest, feasibility of harvest, and operational capacity.

These were not fundamental weaknesses in the project itself, but gaps in the data and evidence base provided to support it. Ecobase was still within its verification window, which meant there was time for the developer to act on the information delivered as a byproduct of the assessment process.

Ecobase's team worked through the eligibility criteria, added landowner-level harvest evidence, and worked the changes through with their Validation and Verification Body (VVB), AENOR.

This is the kind of granularity VM0003 demands. By surfacing the specific documentation requirements that needed to be met, Ecobase understood exactly what full evidence looks like under one of the market's most technically complex methodologies.

The result was a final Rating of A.

"Over the last few years, markets have told us that quality drives buyers' future  commitments. The hard part is proving it before  you have issued anything. An independent A rating, from an agency with no stake in  whether we sell a single credit, is the strongest answer we can give, and we have it in  hand before our first credit exists.” - Jaan Sepping, CEO, Ecobase

The Outcome

A rating that reflects the project's true quality

The A Rating gives Ecobase's buyers and partners the independent validation they need to engage with confidence - a rigorous, evidence-based assessment from an independent provider. At the time of writing, VCS 5315 is one of four  Verra-registered IFM projects globally holding a rating of A.

Documentation that holds up to scrutiny

Ecobase's project documentation now fully evidences its quality claims, a standard that will serve the project throughout its 100-year crediting period and across ongoing enrollment of new landowners and project instances.

A replicable process for VM0003 developers

The improvements Ecobase made following the assessment process act as a guide to what rigorous VM0003 documentation looks like in practice, and a reference point for other IFM developers navigating the same methodology. VCS 5315 is the first European project registered under VM0003.
